This situation is will never be resolved going about it through the Dail. The High Court is in error with that. As in the USA, the issue can only be resolved in the Supreme Court. You see the High Court views it's source of authority as being the Dail. But the Dail cannot enact anything that will impinge on the Sovereignty of the Citizen.
Our Constitution makes plain that the source of everything is the citizen. But in a decision in the early '40 by the SC which declared constitutional everything that went before, unless it was decided upon by that court.
Basically, you have three conflicting ways of thinking about law. a; Constitutional, where all are human de facto and de jure by virtue of their citizenship. b; common, which views all as animals. c; religious, where the common derives and like the common views the people as common animals.
In the US where there is something like this system, except the citizenship aspect isn't as strong. The only way abortion got past was to set one clause of the constitution against another.
Here, I don't see it happening for you are in country that's far easier to define than when human life begins. For in the Common Law 'legal' concept the death or life of an animal isn't something that matters, it's how they work in the death penalty.

May 23/2012 04.30 I think.
Nobody opens Safari to seek the Irish Examiner home page.
Semi docile, reluctantly connected Nobody makes a first time discovery. A columnist by the name of Colette Browne. Nobody reads her article on somebody shooting rabbittes or Rabbittes shooting somebody. Nobody comes to life and heads to the Nespresso machine ( I know, I know but please allow me to keep something as a token of an irredeemable past). Nobody reads the article again. Nobody researches and trawls the archives of this outlandish, outspoken, uncontrollable, em, eh, oh yah; genius! Nobody's opinion! So Nobody jumps from the cart heading for hell. Ouch! standing on an Nespresso capsule, Nobody re-enters the stratosphere. Revitalized.....
Nobody would like to just say thanks so so much to Colette Browne for her sculptured literary compilation. Nobody suggests the Sumerians would be well chuffed.
Thanks.
           Paul mcGrath ( aka Nobody).
